DHL route from Guangzhou to EU destinations

EU-bound packages route through either DHL Leipzig Hub (Germany) or DHL Brussels Hub (Belgium), depending on final destination.

Germany / Austria / Poland / Netherlands / Belgium / Denmark: Routes through Leipzig (LEJ) DHL European Hub. This is DHL's main EU processing center.

France / Spain / Italy / Portugal / Southern Europe: Routes through Brussels (BRU) or occasionally Cologne (CGN) hub.

Timeline (typical):
Day 1-2: Guangzhou → Hong Kong
Day 3-4: Hong Kong → Leipzig or Brussels hub. Customs pre-clearance happens here.
Day 5-6: EU hub → your country's local depot
Day 6-9: Delivered to your address

Germany and Netherlands destinations are fastest (day 6-7). France, Belgium, Poland day 7-8. Italy, Spain, Portugal day 7-9 (further south = longer domestic leg). Nordic countries (Sweden, Finland) day 8-10.

◆ How IOSS works

Post-2021 EU VAT rules · IOSS explained

Before July 2021, EU had a €22 low-value threshold. Imports under €22 were VAT-free at import. That threshold was eliminated. Now every commercial import from outside the EU is technically subject to VAT regardless of value.

Two ways VAT gets collected:

Method 1 · IOSS (Import One-Stop Shop): The seller pre-registers with an EU IOSS number, collects VAT at checkout, and the package arrives to the buyer with VAT already paid. Faster clearance, no border delays. Most legitimate Amazon/eBay sellers use IOSS.

Method 2 · Border collection (what applies to us): DHL assesses VAT at import based on declared value, buyer pays DHL when package arrives. This is the standard route for rep bag shipments. We don't have IOSS registration (would require declaring the business commercially in the EU).

What happens in practice: Approximately 30-40% of EU packages get VAT-assessed on arrival. Buyer receives DHL email, pays VAT via DHL portal (€30-€50 typical on our declared values), package delivers 1-2 days later. About 60-70% of packages clear without VAT assessment. Enforcement is inconsistent, especially at Leipzig hub.

Budgeting: Factor in €30-€50 potential VAT into your total budget for EU orders. If you're not charged, you save that amount. If you are charged, it's within expected range and doesn't derail your budget.

6 country-specific delivery notes

  • Germany: Fastest EU delivery (6-7 days). VAT enforcement moderate at Leipzig hub. DHL will attempt residential delivery up to 3 times, then leave at Packstation.
  • France: 7-8 days typical. Douanes (French customs) is stricter than Germany — expect VAT assessment 40-50% of packages. Provide your ID number if requested by DHL France.
  • Italy: 7-9 days. Southern regions (Sicily, Sardinia) add 1-2 days. Italian customs slow but rarely seize personal-use packages.
  • Spain: 7-9 days. Similar to Italy. Customs slow but personal shipments not targeted.
  • Netherlands: 6-7 days. Belastingdienst (Dutch customs) is efficient. VAT assessed on 40% of packages, easy payment via DHL portal.
  • Poland / Czech Republic: 7-8 days. Lower VAT enforcement. Packages often clear without assessment.

Do I have to pay VAT on rep bags to EU?

Will EU customs seize my rep bag package?

In 3+ years and 8,000+ EU packages, we've had zero seizures. EU customs targets commercial importers and large freight, not individual DHL Express parcels. Even when packages are opened for inspection, they continue to buyer with VAT assessment (not seized). The declared value is what customs uses for tax calculation, not the retail authentic price. This typically works in your favor. Customs assessment adds 1-2 business days to delivery timing when it happens. For US buyers specifically, this typically resolves faster than for EU or UK buyers due to how DHL routes packages through Cincinnati hub.

Which EU country has the easiest customs?

Germany and Netherlands have the most efficient customs — fast clearance, clear VAT process, quick DHL portal payment. Poland, Czech Republic have lower VAT enforcement (many packages clear without assessment). France has stricter enforcement but still consistent. Italy and Spain are slow but not aggressive. Customs assessment adds 1-2 business days to delivery timing when it happens. For amounts over $200 in customs charges, DHL usually offers a payment plan (2-3 monthly installments).
